No, if you perform any of this effect you must perform as much of it as possible, so if both a Digimon card with the [Xros Heart] trait and a [Taiki Kudo] are among the 3 cards revealed, you must perform both "add [...] to your hand" and "play 1 [Taiki Kudo]," or you must choose to perform neither.
