There is a Digimon with a "can't have less than 1000 DP" effect and an original DP of 5000. It then gets +2000 DP, changing its DP to 7000. What happens if another effect gives that Digimon -7000 DP?

Its DP becomes 1000. For changes to DP, the values of the changes are first calculated, then the changes are applied to the original value. In this case, +2000 DP and -7000 DP are the values of the changes, and those values are applied to the original DP of 5000. If a Digimon with 5000 DP gets -5000 DP but it has a "can't have less than 1000 DP" effect, its DP will change to 1000.
