No, you can't. EX9-070 [Meat]'s <Delay> effect is a [Main] effect timing, so you can only declare its activation when there is no unresolved processing. You can't declare activation of EX9-070 [Meat]'s <Delay> effect while this card's [Your Turn] effect is still processing.
