When can this card's 1st effect activate?

After declaring a digivolution and revealing this card, you can activate the effect immediately before choosing the card to digivolve. When you choose to activate it, if the "by" condition is met, you may also choose one of your Tamers in addition to Digimon for the card to digivolve. The chosen Tamer is also treated as a level 6 Digimon during this digivolution.

No, you can't. After declaring a digivolution and activating this card's 1st effect, you must choose one of your cards to digivolve and then digivolve it, just as in the procedure for normal digivolution. In addition, you can't declare digivolution into this card in the first place unless there is a card on the field that you can digivolve.
