Yes, it triggers. Even if you use this card's [When Digivolving] effect to reduce the DP of an opponent's Digimon to 0, it isn't yet deleted at that time. After you play EX8-062 [Piedmon ACE] from your trash and this effect is resolved, then all Digimon with 0 DP are deleted at the same timing. Digimon with a DP of 0 are deleted after playing EX8-062 [Piedmon ACE], then EX8-062 [Piedmon ACE]'s [All Turns] effect will trigger.
