No, you can't. A new attack declaration can't be made during an attack.

This card attacks, and its and [When Attacking] effect trigger simultaneously. Then, I first activate the [When Attacking] effect, link [Timemon], and I use BT21-084 [Haru Shinkai]'s [Your Turn] effect to app fuse to [Globemon]. After that, can I activate on this card in digivolution cards?

No, you can't. has already been lost, therefore it can't be activated. However, when and the [When Attacking] effect trigger simultaneously, you can activate first and then activate the [When Attacking] effect.
