No, you can't.  If you use this effect to suspend an opponent's Digimon, you must suspend this Digimon whenever possible.

I activated this card's [All Turns] effect when a method other than an effect played or digivolved a Digimon.  Can I then activate this card's [All Turns] effect again when an effect plays or digivolves a Digimon?

No, you can't.  This effect's [Once Per Turn] has already been used upon the 1st activation, therefore it can't activate again.
