Yes, it can be played. In such cases, you can also play BT23-027 [Angemon] from digivolution cards. However, if you first activate this card's [All Turns] effect to play BT23-027 [Angemon], its inherited effect will be lost, therefore you won't be able to activate <Barrier>.
